I thought the phone hotspot was a joke
Giving your console a static IP adress or connecting it to another router worked for me! Although it is kinda a temporary fix and it still gives me the error sometimes...
@funkycirno It's not a joke, it actually helped me with the same problem on my 3DS!
some windows PCs can be set up as hotspots
