how would you do that i doubt there is any application that could help you build a game out of that and make wup installer put it on your home menu unless im misunderstanding
if you are talking about the sonic mania decompilation that was ported to the wii, you can inject it into a wiiu vc game with a wiiu vc injector. you'll need the title key for the vc game you are injecting into though. look up "wiiu vc injector"
