Does anyone know how to fix the 004-7004 error in swapdoodle? Or better yet, a better form of dm'ing in the 3ds mayhaps? (my 3ds is my sole method of telecommunication for the next 3 weeks)

Try going on the Pretendo fourms and asking there, usually they [the Pertendo staff and other users like me] can likely help you, and have helped me in fixing any problems I had. They also do announcements there too.
Actually, I'm encountering the same issue, can you please tell me the fix, if there is one? I don't have access to an computer currently.
Apparently, the error code typically indicates that there's a connection issue or a problem with the server. Welp, that's not much help, I'm sorry! I'll see if I can recreate the issue on my end using my 3DS.
