Why doesn't the wara wara plaza work? I've tried rebooting the console like 3 times and I still get the default one.

You should switch to TIRAMISU, make sure you same mii settings on Tiramisu ans Aroma. switch again to Aroma. should be okay.
I found a solution, just download nimble and inkay from testing-announcements and it should work (on aroma)
