Can I get streetpass on a japanese modded 3ds? I cant get it to streetpass my NA 3ds

I'm pretty sure you have to region mod the JP 3ds to behave as NA to use NA streetpass and NA game carts. Its ez 2 find online, my main 3ds is from JP but I modded to NA to use my games and streetpass with my homies.
