what does the messages tab in the juxt notifications mean/do?

If you have friends on your Wii U (maybe 3DS as well, but I don't recollect), you can message them through Juxt on the messages tab.
thats cool! does it only show up if you have a friend with pretendo?
Pretendo users can only become friends with other Pretendo users, so you have to be on the network in order to exchange fcs.
