so i wanna play fallout 1 on my 3ds but i cant transfer files from my pc and i wont be able to for awhile is there anyway to download the entire port from just my 3ds

u could try finding a qr code to use
to clarify i have a phone [not connected to wifi] that can take photos and the 3ds can scan them properly
