i have no idea if it works on virtual console, there are two ways to get wifi with a dns you can easily find online. First you will either need a hotspot that doesn't have a password or a router that supports wep. Second option is using the MelonDS emulator

which automatically have a connection however you would just need to enter the dns

Unfortunately, Nintendo completely gutted all internet connectivity in DS virtual console games, even though the menus still exist. We just have to either hope someone mods it in or use other hardware.
