how do i install virtuall console games on old 3ds?

for context i'm just trying to play sfa2, if i need to do smth different plz let me know
since sfa2 is snes and you cant play it on old 3dses, you can download an emulator.
but if you want the arcade one im not sure retroarch will work
Now 1 more question, sorry. Is there a way to do that on the 3ds itself or do i need my pc?
