I can't even homebrew my 3DS for some reason, it doesn't let me, and it just gives me error codes and telling me to restart console.
tried returning to NNID and then again to Pretendo?
IT WONT LET ME USE NINTENDO NETWORK

I was having a similar issue (although i was linking a newly created pnid). Are you using the mii from the pnid or your console's default?
