The virtual console and game injections are your friend, with no injections, Animal Crossing: Wild World is on the "Digital Store". But with injections, all of them up to City Folk can be played on Wii U, idk about New Leaf however.
3DS Virtual Console never existed and The Wii U May not even be powerful enough to emulate the 3DS and the 3DS was still a mainline handheld so nintendo wasn't gonna release 3DS Virtual Console at all
