i wonder if the wiiu system apps can be "updated" so that we can use them today (like bumping up the security on them so that they are safer to use and access) and also to access modern websites!

They are applets...
Wouldn't be feasible really since it only has 2 GB of RAM and it would be sluggish or impossible to render modern sites. Not to mention stuff like Javascript and other web protocols are a decade behind standards and would require a ton of rewrites that it would not be possible
