Of course! Download New Super Ultimate Injector (a program for Windows) and follow a tutorial. If injecting a game doesn't work, you can also just create a forwarder to Retroarch. Though, I have to say, SNES emulation isn't good on a New 3DS, so I imagine an Old one isn't ideal.
