I will have a wii u soon and i will mod it once i have it. But i only have a 16 GB sd card and a 64 GB usb flash drive. Is this enough ? (sorry for my bad english if i made any mistakes)

yea 16 gb should still be ok if u dont plan to dump the wii u's nand! back in 2022 i modded my wii u with a 32 gb sd, but now its 64
if you're downloading games, id recommend a HDD with a SATA to USB cable, and make sure its a Y cable (So the HDD plugs into the SATA and then goes to 2 Usb ports on the back)
