my 3ds broke a while ago, but if i remember right you can dump games with godmode9
you can transfer save data via ‘Checkpoint’ (the app thingy)
to make digital games out of your cartridges use godmode9 (plenty of tutorials on youtube), instead if you want to transfer the save files use the checkpoint homebrew app!!!
