HOW DOES ONE ACQUIRE THIS GAME?? Is it official?

Am I going crazy, or is there an existing homebrew project to play 3DS games on Wii U?

Do any of you 3DS owners put the 3D slider anywhere other than off or 100%? I don't think I've ever really used the 3D and had to turn it "down" but not off.. What about you guys?
