anyone know how to fix the sonic 2 wiiu port with the sonic 2 absolute mod from disabling devmode even tho i set it to true but when i start the port, it disables devmode, how do i keep it to true

so yall know if you tap the upper left corner of the screen, you access the devmenu? well it is not working, if i set it to true in the options.ini file, it just sets if back to false, how do i fix that, i wanna play hidden palace zone
