guys miiverse doesnt work on my 3ds, installed pretendo is thru a cia and all files are correct, i was even able to play mk7 online. whats wrong?

im thinkin of getting a 3ds xl for me and my brother from zenmarket (japanese store, very trusted), its only 45$ for mine and 38 for his. is this worth it? im modding them if i get them anyways.
