Is animal crossing new leaf (welcome amiibo or not) avaliable for online?

There could be a netpass community so we can everyone plan going to the same places in the app xd, just saying

Need help with netpass. Idk how to use it(? I just installed, entered train station and can't go anywhere else(? Also, what's the point of the app? I don't get it, nor what I can do with it. Help pls
